一、电子商务环境下物流发展趋势。

电子商务时代的来临，使物流具备了一系列新特点：

1.信息化

电子商务时代，物流信息化是电子商务的必然要求。物流信息化表现为物流信息的商品化、物流信息收集的数据库化和代码化、物流信息处理的电子化和计算机化、物流信息传递的标准化和实时化、物流信息存储的数字化等。因此，条码技术（Bar Code）、数据库技术(Database)、电子定货系统(EOS : Electronic Ordering System)、电子数据交换(EDI : Electronic Data Interchange)、快速反应(QR : Quick Response)及有效的客户反映(ECR : Effective Customer Response)、企业资源计划(ERP :Enterprise Resource planning)等先进技术与管理策略在我国的物流中将会得到普遍的应用。

2.自动化

自动化的基础是信息化，自动化的核心是机电一体化，自动化的外在表现是无人化，自动化的效果是省力化，另外还可以扩大物流作业能力、提高劳动生产力、减少物流作业的差错等。物流自动化的设施非常多，如条码/语音/射频自动识别系统、自动分拣系统、自动存取系统、自动导向车、货物自动跟踪系统等。这些设施在发达国家已普遍用于物流作业流程中，而在我国由于物流业起步晚，发展水平低，自动化技术的普及还需要相当长的时间。

3.网络化

物流领域的网络化有两层含义：一是物流配送系统的计算机通信网络，包括物流配送中心与供应商或制造商的联系要通过计算机网络，另外与下游顾客之间的联系也要通过计算机网络通信，比如物流配送中心向供应商提出定单这个过程，就可以使用计算机通信方式，借助于增值网（VAN : Value－Added Network）上的电子定货系统（EOS）和电子数据交换技术（EDI）来自动实现，物流配送中心通过计算机网络收集下游客户的定货的过程也可以自动完成；二是组织的网络化，即所谓的组织内部网（Intranet）。比如，台湾的电脑业在20世纪90年代创造出了“全球运筹式产销模式”，这种模式基本是按照客户定单组织生产，生产采取分散形式，即将全世界的电脑资源都利用起来，采取外包的形式将一台电脑的所有零部件、元器件、芯片外包给世界各地的制造商去生产，然后通过全球的物流网络将这些零部件、元器件和芯片发往同一个物流配送中心进行组装，由该物流配送中心将组装的电脑迅速发给订户。可见，物流的网络化成为电子商务下物流活动的主要特征。

4.智能化

这是物流自动化、信息化的一种高层次应用，物流作业过程大量的运筹和决策，如库存水平的确定、运输（搬运）路径的选择、自动导向车的运行轨迹和作业控制、自动分拣机的运行、物流配送中心经营管理的决策支持等问题都需要借助于大量的知识才能解决。在物流自动化的进程中，物流智能化是不可回避的技术难题。好在专家系统、机器人等相关技术在国际上已经有比较成熟的研究成果。为了提高物流现代化的水平，物流的智能化已成为电子商务下物流发展的一个新趋势。

5.柔性化

柔性化本来是为实现"以顾客为中心"理念而在生产领域提出的，但要真正做到柔性化，即真正地能根据消费者需求的变化来灵活调节生产工艺，没有配套的柔性化的物流系统是不可能达到目的的。20世纪90年代，国际生产领域纷纷推出弹性制造系统（FMS : Flexible Manufacturing System）、计算机集成制造系统（(CIMS : Computer Integrated Manufacturing System）、制造资源系统（MRP－Ⅱ: Manufacturing Requirement Planning）、企业资源计划（ERP: Enterprise Resource Planning）以及供应链管理的概念和技术，这些概念和技术的实质是要将生产、流通进行集成，根据需求端的需求组织生产，安排物流活动。因此，柔性化的物流正是适应生产、流通与消费的需求而发展起来的一种新型物流模式。这就要求物流配送中心要根据消费需求“多品种、小批量、多批次、短周期”的特色，灵活组织和实施物流作业。

另外，物流设施、商品包装的标准化，物流的社会化、共同化也都是电子商务物流模式的新特点。

二、我国物流现状

近年来，电子商务的发展，扩大了企业的销售范围，改变了企业传统的销售方式以及消费者的购物方式，使得送货上门等物流服务成为必然，促进了我国物流行业的兴起。但目前，我国的物流水平仍难以满足电子商务的需求。

首先，从发达国家来看，第三方物流的功能是设计、执行以及管理客户供应链中的物流需求，其特点是依据信息和物流专业知识，以最低的成本提供客户需要的物流管理和服务。而现在，我国多数物流企业是在传统体制下物资流通企业基础上发展而来的，企业服务内容多数仍是仓储、运输、搬运，很少有物流企业能够做到提供综合性的物流服务，第三方物流服务的功能尚不能得到很好的发挥。我国的物流企业，无论是物流服务的硬件还是软件与电子商务要求提供的高效率低成本的第三方物流服务还有较大的差距，信息收集、加工、处理、运用能力，物流的专门知识，物流的统筹策划和精细化组织与管理能力都明显不足。

其次，条块分割的物流管理和流通体制制约着物流业的发展。电子商务环境下，物流的专业化分工特点虽然日益明显，但是物流的组织和管理却不断向综合性发展，各种物流方式和物流载体之间的联系越来越紧密。但是，我国目前的物流行业管理仍沿用着计划经济时期的部门分割体制。与物流相关的各部分分别由铁道、交通、民航、内贸等不同政府部门进行管理。依据这种条块管理体制，形成了自上而下的纵向隶属和管理格局，严重制约着在全社会范围内经济合理的对物流进行政体统筹和规划，妨碍着物流的社会化进程。

三、基于Internet的综合物流代理系统。

基于国内的上述物流现状，我们提出了一种适合国情的物流解决方案——基于Internet的综合物流代理系统。

综合物流代理，是第三方物流的模式之一，即由一家在物流综合管理经验、人才、技术、理念上均有一定优势的企业，对电子商务交易中供求双方的所有物流活动进行全权代理的业务活动。在国外，许多专门从事第三方物流的著名企业，如美国的Fedex、UPS，日本的佐川急便，由于它们在物流管理、物流技术等方面的优势，早已成为物流业内著名的国际综合物流代理企业。综合物流代理可使电子商务的交易双方完全从繁琐的多方委托的物流业务中脱离出来，专心致力于电子市场的拓展和商务效率的提高。

在我国，由于具备综合性物流能力的物流企业较少，所以从事综合物流代理业务的公司不仅仅局限于现存的物流企业。我国电子商务环境下，经营综合物流代理的主要思路是：不进行大规模的固定资产投入，低成本经营和入市原则；将主要的物流服务工作委托他人处理，注重建立自己的客户营销队伍、物流管理网络和物流信息系统，提高自身的物流综合管理素质；实行特许代理制，将协作单位视为自己的战略伙伴，进一步可将其纳入自己的经营轨道；公司经营的核心就是综合物流代理业务的协调、组织、控制等管理工作，并且注重业务流成再造和组织创新。

综合物流代理系统在实施过程中不能一蹴而就，要分步骤实施：第一步，成为物流信息发布中心；第二步，成为物流信息交流中心；第三步，成为物流解决方案提供中心；第四步，成为真正意义上的物流代理中心。
