新居住要求，最多三年临时居民的居住时间可获得承认。换句话说，成为永久居民前己经在澳大利亚以临时居民身份居住三年，在获得永久居民身份后，居住一年便可申请公民。
归纳起来，加入澳大利亚国籍分10步走。
1. 确认自己符合条件
根据澳大利亚移民与边境保卫部网站消息，要加入澳大利亚国籍须符合以下这些条件：
身为澳大利亚永久居民（ permanent resident，PR）
符合居住时间要求
1)在申请前已经在澳大利亚居住满4年，并且这四年内至少要有一年(即12个月)是PR身份。
2)这四年内离开澳大利亚的时间累计不得超过一年，并且在申请入籍前12个月不得离开澳大利亚超过90天。
3)16岁以下的孩子可以包括在父母任何一方的入籍申请中，无须符合居住时间要求。
打算在澳大利亚居住并与澳大利亚保持持续紧密的关系。

2. 两种申请类别
普通申请人
年龄介乎18-59岁的申请人，填写"1300t"表格。

3. 准备入籍考试
从2007年10月1日起，新公民加入澳大利亚国籍需要参加考试。考试内容主要为以下三部分：澳大利亚及其国民；澳大利亚的民主信仰、权利和自由；澳大利亚政府和法律。所有考点都包含在一份38页的复习材料中。
移民部网站上有简体中文的复习材料。所有试题都不会超出这个范围。

但是考试题是英文，也需要用英文作答，所以熟悉英文的材料也十分重要。

考试有20道考题，都是选择题，通过考试需要取得75分以上，也就是说至少答对15道题。考试费已经包含在入籍申请费中，无需额外缴纳，如果一次通不过，可以无限次重考，都无需额外交费。
4. 准备材料
须随同申请表格一起递交材料证明申请人的身份以及良好品格。如果材料原件为非英语，需要提供公证过的翻译件，如在澳大利亚国内，需要澳大利亚笔译与口译认证机构（NATTI）认可的翻译员翻译成英文。
三个身份证明文件证明以下内容
1）照片
2）签名
3）目前住址
4）出生姓名、性别和日期
一般来说能证明这些内容的证件有：出生证公证件、护照、驾驶执照、银行卡、medicare卡（医疗保健卡）等。
六个月内的近期身份照，并在照片背后写明该照片为本人真实照片并亲笔签名。
如果适用，改名证明
如果之前改过名字，需要携带澳大利亚出生死亡婚姻注册处（ Australian Registry of Births, Deaths and Marriages，RBDM）的官方证明文件，证明曾用名和现用名。如在海外更名的，须先到RBDM登记。
在澳大利亚国内和海外的犯罪或无犯罪记录。不同的情况有不同的申报要求，在"1300t"和"1290"的申请表格上都有非常具体的说明。
5. 递交申请
通过网上申请或邮递把申请材料邮寄至最近的移民与边境保卫部办事处。无论是网上申请还是邮寄，都必须递交公证件或复印件，切记不要邮寄任何原件。
6. 面谈
递交申请材料后，你会收到一份面谈预约信。在与移民部官员会面的过程中，移民部官员会检查你的相关文件的原件，核对本人与照片。如果申请中包括未成年孩子，须带上孩子参加会面。
8. 入籍考试
面谈通过后直接开始考试。澳大利亚境内考场很多，一般在各地的移民与边境保卫部办事处举办。如果要在海外参加测试，须和当地的使领馆取得联系，但成绩将会延迟公布，因为考卷要寄回澳大利亚评分。

9. 通知结果
在申请材料完整递交、缴纳费用以及考试过后，你将接到移民部通知你是否获批加入澳大利亚国籍。80%的申请人在80天内接到通知。
10. 宣誓
每年堪培拉都会举行盛大的新公民入籍欢迎仪式。
