一，管理科学学报旨在介绍有关管理科学的基础理论、方法与应用等学术性研究成果，以及已取得社会或经济效益的应用性研究成果，是我国管理科学研究的学术性期刊。外文期刊中的SCI和EI都是比较难发表的，国内学者发表外文期刊最主要的障碍就是语言，因此建议科研工作者投稿外文期刊时文章最好找专业的人员润色一遍。
二，什么是外文期刊
外文期刊其实就是相对于中文期刊来说的，外文期刊就是我们通常所说的英文期刊，近些年，随着竞争的激烈加剧以及学术界的发展，国内发表英文期刊的作者人数呈上升趋势，因此，英文期刊的发表需求今后也会是上升趋势，毕竟国内很多教授、科研工作者的晋升都有发表英文期刊的要求，只不过所要求发表的期刊类型有所不同，一般英文期刊主要有以下几种：
1.SCI
sci论文简单说可以算是国际学术界的顶尖论文论文，它可以代表本专业在全球的最先进技术以及发展趋势，因此sci论文对于很多作者来说是对自身学术水平的最高认可，国内的越来越多的科研单位和博士生都是非常重视sci论文的发表的。
2. EI
EI是由美国工程师学会联合会于1884 年创办的历史上最悠久的一部大型综合性检索工具。EI 在全球的学术界、工程界、信息界中享有盛誉，是科技界共同认可的重要检索工具，EI可以发表期刊论文，也可以发表会议论文，国内很多作者选择EI就是因为要发表会议论文。
3.ISTP
ISTP创刊于1978年，由美国科学情报研究所编辑出版。该索引收录生命科学、物理与化学科学、农业、生物和环境科学、工程技术和应用科学等学科的会议文献，也包括一些学术期刊。
